Could Psychedelics Help Individuals Who Stutter?

A new study looking into the effect of psychedelics on individuals who stutter has determined that the drugs may have some benefits. The documented effects of classic psychedelic drugs such as LSD or psilocybin mushrooms are plenty, with researchers noting that their positive effects can be a rich study area.

Eric S. Jackson, an associate professor of communicative disorders and sciences, states that investigating the possible effects of psychedelics on stuttering can be positive, particularly since the drugs have already shown potential in the management of conditions such as post-traumatic stress disorder and anxiety.

Stuttering is basically intermittent disruptions in an individual’s speech. It can cause fear, anxiety and shame, which can greatly affect an individual’s quality of life.

For their study, the investigators conducted an analysis of more than 100 posts from 2012 to 2022, focusing on keywords associated with speech and stuttering and specific and generic names for psychedelics. They also analyzed the use of LSD and psilocybin but excluded any accounts of DMT and ecstasy.

The investigators designated the public posts under the themes of negative, positive and neutral effect. Additionally, they created subclassifications based on a particular substance’s effects, such as cognition, behavioral, beliefs, emotions and social connection.

They determined that 74% of users experienced positive effects, especially those associated with emotional and behavioral change. Mixed experiences, which made up 4.8%; negative experiences, making up over 9%; and neutral experiences which made up almost 12%, were also recorded.

In their report, the investigators revealed that almost half of the posts indicated a decrease in stuttering. In one forum, a commenter had revealed how psilocybin had been the primary factor in improving his fluency while speaking.

The investigators noted in their report that while they couldn’t confirm the recorded benefits given the study’s limitations, their findings provided preliminary evidence that stutterers sometimes noticed a reduction in their stuttering and related symptoms under psychedelic influence.

Jackson explained that their findings supported the theory that psychedelics could affect stuttering. He also added that caution needed to be exercised in the interpretation of their findings, given the possible severe health effects of psychedelics and uncontrolled study setting. Jackson then added that while their findings didn’t encourage stutterers to use psychedelics, they did propose that future studies look at the effect of psychedelics on stuttering in controlled trials. The investigators’ findings were published in the “Journal of Fluency Disorders.

Other researchers involved in the study included Noah D. Gold, Noam Goldway and Hope Gerlach-Houck.

This study shows that the full therapeutic potential of various psychedelics is yet to be documented, and more novel uses for these substances could be uncovered by enterprises such as atai Life Sciences N.V. (NASDAQ: ATAI) over the coming years as interest in these hallucinogens grows.

Canopy Growth announces exercise of acreage options paving the way for acquisition by Canopy USA

(CNW) Smiths Falls, Ont. — Canopy Growth Corporation, a world-leading cannabis company dedicated to unleashing the power of cannabis to improve lives, announced today that the option to acquire all of the issued and outstanding Class E subordinate voting shares of Acreage Holdings, Inc. has been exercised in accordance with the terms of the arrangement agreement dated April 18, 2019, as amended, between Canopy Growth and Acreage.

In connection with the arrangement agreement dated as of October 24, 2022, by and among Canopy Growth, Canopy USA, LLC  and Acreage, as amended, in respect of the Class D subordinate voting shares of Acreage, on closing, Canopy USA will acquire all of the Fixed Shares and Floating Shares and Acreage will become a wholly-owned subsidiary of Canopy USA.

In addition, Canopy Growth announced today that it exercised its option, in part, to acquire certain outstanding debt of Acreage in connection with the option agreement dated November 15, 2022 among a wholly-owned subsidiary of Canopy Growth and the lenders party to Acreage’s credit agreement dated as of December 2021, as amended on October 24, 2022 and April 28, 2023.

Canopy Growth wishes to congratulate Canopy USA for completing its acquisition of 100% of two of the three companies in the Wana Brands portfolio, being all of the equity interests of Wana Wellness, LLC and The CIMA Group, LLC in addition to the acquisition of approximately 77% of the shares of Lemurian, Inc. on May 31, 2024. Canopy USA’s acquisition of Mountain High Products, LLC remains subject to regulatory approval and is expected to close in the first half of fiscal 2025. Wana Wellness, CIMA, and Jetty are now subsidiaries of Canopy USA.

Closing of the acquisition of Acreage remains subject to all of the closing conditions set forth in the Acreage Fixed Share Arrangement Agreement and the Acreage Floating Share Arrangement Agreement.

Debt Acquisition Terms

The Optionor entered into various agreements in connection with the Debt Acquisition in order to acquire approximately US$99.8 million of Acreage’s outstanding debt from certain Lenders in exchange for US$69.8 million in cash and the release of approximately US$30.1 million that was held in escrow pursuant to the Option Agreement. As reported in Canopy Growth’s Annual Report on Form 10-K for the year ended March 31, 2024, the Option Premium was not included in Canopy Growth’s cash and cash equivalents as of March 31, 2024.

The Optionor subsequently transferred approximately US$2.2 million of the Acquired Debt to the other Lender and entered into a series of agreements with the Rolling Lender whereby the Optionor acquired a call right over the Rolling Lender’s US$45.6 million remaining interest in Acreage’s debt. If the Optionor exercises the Call Right before September 15, 2024, the purchase price for the Rolling Interest will be equal to the amount of the Rolling Interest being acquired; however if the Optionor exercises the Call Right on or after September 15, 2024 and on or prior to January 14, 2025, the purchase price for the Rolling Interest will be 107.125% of the amount of the Rolling Interest being acquired; and if the Optionor exercises the Call Right on or after January 15, 2025, the purchase price for the Rolling Interest will be 114.25% of the amount of the Rolling Interest being acquired. The Optionor has also granted the Rolling Lender a put right in respect of the Rolling Interest exercisable on or after January 15, 2025 with a purchase price of 114.25% of the amount of the Rolling Interest subject to the put right.

The Optionor, the Rolling Lender and Acreage also entered into an amended and restated credit agreement in respect of the Acquired Debt, which provides for, among other things, certain interest payments to be paid-in-kind, revisions to certain financial covenants and, following certain events, a maturity date extension.

Manitoba passes legislation to allow growing cannabis at home

Manitobans will soon be able to legally grow cannabis at home.

Bill 34, The Liquor, Gaming and Cannabis Control Amendment Act, which repealed Manitoba’s ban on growing up to four cannabis plants at home, passed on June 3, 2024.

The bill fulfills a commitment Manitoba Premier Wab Kinew made prior to forming government in late 2023 when the Manitoba NDP defeated the previous Progressive Conservative government. The ban on growing cannabis at home had been put in place by the Progressive Conservatives.

Although the Bill was delayed for several weeks, along with other legislation, due to delay tactics by the opposition, the proposed legislation received little pushback from the opposition, save for the newly-elected MLA for Brandon West Wayne Balcaen. Balcaen raised concerns at second reading in the house and when the bill was discussed in the Standing Committee on Social and Economic Development. 

In the Committee, Balcaen referenced his experience as the former Chief of Police in Brandon, Manitoba, in his concerns with the bill, saying he had seen many homes with extensive damage from indoor cannabis operations. 

The MLA also said he had concerns with children eating cannabis off of a plant, that it will lead to less tax revenue for the province because they will be growing their own, that it will lead to the legalization of other drugs, and that it will “open the doors to organized crime.

“This legislation will be a segway for organized crime into very lucrative black market sales and I believe that this will open up the doors for organized crime to find ways into this business and certainly gain further financial gains within our province,” he stated for the record in committee. 

Balcaen expressed similar concerns when the bill was debated at second reading, asking, “who will monitor these grows, and who will monitor the sale of the seeds to produce these cannabis products?”

PC MLA Jeff Wharton (Red River North) had similar concerns: “Can the mem­ber explain how the bill–or how we can ensure that the cannabis grown in a private residence will not be blended potentially with dangerous ad­di­tional sub­stances that could hurt not only the user but the children in the home?”

Despite these concerns, the Bill passed with no amendments in committee on May 27 and passed concurrence and third reading on June 3, 2024.

The group challenging Manitoba’s ban on growing cannabis at home filed an appeal earlier this year against a court decision to uphold the ban. That group, TobaGrown has now suspended their lawsuit following the government’s move to repeal the home grow ban.

“TobaGrown is pleased to observe the progress of this Bill and values the ongoing positive communication we’re having with the Manitoba Government,” says Jesse Lavoie who has led the charge against the ban through his organization, TobaGrown. “We have formally suspended our lawsuit against the Province and will fully withdraw it upon the enactment of the new legislation.”

While this is deliberately at the extreme end of believability, the physics of interconnectedness  shows it to be not simply a dreamy delusion.

Each of our actions – and that includes our thoughts – have repercussions. Repercussions on ourselves, others, the natural environment and the universe.

Yet in our conversations we speak of things happening ‘in the outside world’ as though they are entirely separate and unrelated to us.

But when we poison our planet’s soil, water and air with toxic chemicals, EMF radiation, chemtrails, wartime explosives and discarded and non-biologically renewable rubbish, our living earth (Gaia) responds just as we would.

She succumbs to sickness, develops a fever and  – sweating and freezing – tries to expel the poisons blocking her arteries and restore health to her biological systems.

My unequivocal advice: throw the TV if you have not already done so and do the same with your mobile phone. I dispensed with both more than twenty years ago and have never looked back.

We have this smallish time period left in which to change our way of seeing and doing things, so as to create a shield able to counter the deep state’s negative arsenal and to gain the power to rebuff all such satanic attacks on our deeper God given qualities.

We are, of course, hit on many levels simultaneously. But it is at the heart, mind, soul level that the greatest damage is being perpetrated. So it is at the heart, mind and soul level that we must now build up our greatest strength and levels of impregnable resistance to the onslaught.

Our ‘enemy’ does not have emotions as we know them. Psychopaths have no empathy for the human race, for humanity. That is why, for example, one sees cold blooded murder on such a devastating scale being perpetrated in Gaza.

Such criminals are already part robotic. The Fourth Industrial Revolution/Great Reset intends the replacement of sentient mankind by a sterile ‘designer’ race. What they term ‘Doing better than God’: The Tranhsuman project. They want their own kind in full control of all life on earth and beyond.

When faced by demons, we have only one ‘get out of jail’ card. Our deep and enduring soul. That which connects right back to the supreme nucleus of our existence, of all existence.

It is here that we store our most powerful weapon for fighting back against pure evil. It is from here that the vibrations come that turn muddy, dark waters crystalline and expansive. Here and the heart.

It is from here that we direct our positive thoughts and envision the world we are going to get on and build.

It is from here that the actions involved in removing the fake leaders from their dark thrones emanate. Vital actions, that are imperative for making the changes that must happen at the ground level in the here and now.

Actions specifically directed to defeat the source of destruction being directed at all sentient life forms, not only humans.

No fake ‘New Age’ spiritual hiding away in a narcissistic lotus leaf of supposed self preservation.

Get this power house going – and we transform ourselves into unstoppable spiritual warriors. And that spells the end of the demonic dimension that has hijacked this planet for far too long.

This transformation is not so difficult. Many would already be there, but for having lost themselves under layer upon layer of deep state, government and corporate generated garbage.

Fake religion, fake food, fake ‘warming’, fake ‘Green’, fake politics, fake media and fake sexuality, just for a start – and all for the diversion of our vital intention to be who we really are – and rise up in revolt.

Nowhere in this continuum is there absolute dark – or even absolute light. At both ends of the spectrum is a seed of the opposite state.

It is this seed, that when awakened, has the capacity to set the pendulum swinging in the opposite direction.

It is by daily nurturing positive thoughts and actions that we will spur on the light into becoming the dominant dynamic of the universe.

Being in a place of darkness is never final, there is always close at hand a road that leads back to the infinite light.

Now it is up to us to unite in preparation for a nobler life. In shared determination to achieve a long overdue victory for the true expression of our crystalline souls over the dark, chaotic distortions of our soulless oppressors.

A bipartisan initiative aiming at terminating federal enforcement of marijuana laws in states where it is legal has the backing of two significant law enforcement organizations: the Oregon Coalition of Police and Sheriffs (ORCOPS) and the Peace Officers Research Association of California (PORAC). The huge tobacco and alcohol businesses are among the members of the Coalition for Cannabis Policy, Education, and Regulation (CPEAR), which made this endorsement announcement.

The bill, known as the STATES 2.0 Act, has gained backing from prominent lawmakers, including Representative Dave Joyce, the primary sponsor. Joyce, a former prosecutor, expressed gratitude toward the law enforcement associations for their support, emphasizing the inefficiency and counterproductive nature of forcing officers to navigate conflicting state and federal cannabis laws. He highlighted that this bill would resolve these discrepancies, allowing law enforcement to better focus on public-safety and community-specific needs.

Other sponsors of the bill include Representatives Brian Mast, Troy Carter, Lori Chavez-DeRemer and Earl Blumenauer. The proposed legislation seeks to amend the CSA, thereby decriminalizing federal offenses for individuals complying with state marijuana laws and those of Indian tribes. It also aims to authorize interstate cannabis commerce and proposes a tax on marijuana to support enforcement and regulation efforts.

Brian Marvel, president of PORAC, praised the STATES 2.0 Act, noting its balance between federal oversight and state autonomy. He emphasized that while state-level legalization does not eliminate illegal markets, the act would help law enforcement target those markets more effectively. This would enable understaffed and underfunded agencies to allocate resources toward more serious crimes and illegal substances.

ORCOPS president Aaron Schmautz underscored the importance of state and federal cooperation in ensuring laws and policies achieve their intended outcomes. He highlighted the longstanding disconnect between federal marijuana regulations and state legalization efforts, affirming that the STATES 2.0 Act addresses this issue and promotes public safety and responsible marijuana policies nationwide.

Additionally, the bill includes provisions to remove cannabis sales subject to state regulation from Section 280E of the IRS code, which now prohibits the industry from claiming federal tax deductions that are available to other markets. Following the bill’s passage, the attorney general would have six months to complete a rule modifying the CSA to exempt states and tribes from the federal government’s prohibition on cannabis use.

Former Representative Greg Walden, cochair of CPEAR, emphasized the bill’s respect for state rights and its potential to resolve conflicts arising from outdated federal policies. Walden, whose views on cannabis policy evolved during his time in Congress, now advocates for aligning federal laws with state regulations, reflecting the will of voters and supporting law enforcement.

The executive director of CPEAR, Andrew Freedman, praised the STATES Act for encouraging reasonable drug-policy reform and coordinating federal policy with state initiatives. He emphasized the necessity of laws that safeguard children, improve traffic safety, fight addiction and honor local marijuana laws.

Additionally, CPEAR emphasized a recent survey that found more than 60% of Republicans are in favor of congressional legislation that preserves states’ autonomy to enact cannabis regulations. The bipartisan appeal of the STATES 2.0 Act is highlighted by this broad support.

In an online bulletin, the AGLC says it had amended certain sections of its Cannabis Representative Handbook (CRH) and the Retail Cannabis Store Handbook (RCSH) to allow for the new change. 

The AGLC requires license holders to notify the agency if a product registration is a Private Label.

According to the new AGLC rules, private label cannabis products, also known as Store Brand or White Label cannabis products, “must be listed at a wholesale price equal to or greater than the lowest general listed products that the cannabis supplier has in the same category and product type.”

No private label cannabis product arrangement between a cannabis supplier and a cannabis licensee can prevent the supplier from entering into another arrangement to produce private label products for another licensee. Such products cannot be used as an inducement. 

All such private label products are still subject to approval by the AGLC. The AGLC had first floated the idea in 2023

A “Private Label” product can include a licensee-specific name or logo, a licensee trademarked name or logo, or a statement such as “manufactured exclusively for name of licensee”.

The Alcohol and Gaming Commission of Ontario began allowing such products in 2022 after brief opposition to the program. 

Cannabis retail association ABLE BC says that in December 2023, the LCRB wrote that one of the next cannabis market controls to be reviewed is white-labelling. 

A handful of cannabis companies have entered into white label relationships for products in Canada.

Retail chain Four20 files NOI under Bankruptcy and Insolvency Act

The parent companies of cannabis retail chain Four20 Premium Markets filed a notice of intent to make a proposal under the Bankruptcy and Insolvency Act on May 29.

The parent companies, 420 Premium Markets Ltd., 420 Investments Ltd. and Green Rock Cannabis (EC1) Ltd., filed the notices of intent following a $9.8 million judgment against 420 for repayment of a bridge loan and related interest and costs to Tilray subsidiary High Park Shops Inc. High Park was created for the purpose of the acquisition of Four20.

Tilray had initiated litigation against 420 after a failed attempt by Tilray to purchase 420 for approximately $110 million in 2019.

At the time, Four20 had six licensed cannabis retail locations and another 16 locations secured in Alberta, Calgary and Edmonton. The retailer currently lists 35 locations in Alberta and Ontario. 

Four20 then filed a statement of claim against Tilray in 2020 in an Alberta court for $110 million plus $20 million in damages after Tilray chose to end its deal to buy the retailer, with Four20 saying the BC-based cannabis producer had not acted in good faith. 

According to court documents, High Park then filed a Counterclaim on March 20, 2020, in relation to a loan advanced in connection with the Arrangement. High Park had advanced $5 million to Four20 under the Loan on August 29, 2019, and a further $2 million on November 29, 2019. 

On April 14, 2020, Four20 defended the Counterclaim, arguing that the money advanced to it under the loan agreement was not due because High Park’s and Tilray’s alleged notices of termination of the agreement were invalid.

High Park filed an application for summary judgment in relation to the loan on March 2, 2023. On February 7, 2024, a court granted High Park summary judgment against Four20 on its counterclaim for $7 million plus interest.

The Applications Judge then dismissed Four20s application for an interim stay of the Judgment on March 22, 2024, pending the determination of an appeal on the merits, with Four20 arguing that Tilray had “buyer’s remorse” and felt they had overpaid for the retail chain.

That appeal was dismissed in April 2024, with the judge finding that Four20 had not demonstrated that it would suffer irreparable harm. In that case, the judge wrote, “There is no dispute that Four20 received the Loan proceeds of $7,000,000 and has used those funds to build-out its retail store network. Four20 asserts that paying back the funds it borrowed, pending appeal of the Judgment, would be a greater harm than High Park going without the funds that it lent Four20 under the Loan. I disagree.”

As discussed in the prior press release, the Company: (i) entered into an amendment (the “Amending Agreement“) to the second amended and restated promissory note (the “Promissory Note“) between, among others, the Company and SNDL Inc. (“SNDL“), whereby, among other things, the Company agreed to reduce certain current liabilities; and (ii) retained SSC Advisors (the “Advisor“), as its financial advisor, to assist the Company in the evaluation of potential strategic alternatives intended to maximize shareholder value (the “Strategic Review”).

The Company is continuing these efforts, and as such, the date by which the Company is required to have satisfied certain current liabilities under the Amending Agreement has been extended to June 13, 2024. The Strategic Review is ongoing and the Company continues to review strategic alternatives.
