(Newsfile Corp.) Toronto — The Canadian Cannabis Tourism Alliance, a non-profit advocating for advancing cannabis tourism, has unveiled their plan to make Canada the cannabis tourism capital of the world.
The organization, in partnership with Substance Law – Canada’s law firm for regulated substances and industries – has developed comprehensive federal and provincial legislative and regulatory proposals that will advance access to cannabis and make the country the planet’s ultimate cannabis tourism destination.
CCTA has presented its proposal to decision-makers at both the federal and provincial levels, having already received initial interest in its proposals due to their breadth and depth, and will continue to do so in the coming weeks.
Some of the proposed federal amendments include removing the 30g public possession cap on products that remain sealed, authorizing provinces to allow sellers to transform purchased cannabis products into other forms at the point of sale on behalf of purchasers such as through rosin pressing and infusion into food, modernizing promotions laws to allow the industry to communicate their products better while upholding prevention of youth access to cannabis, reforming the excise duty and stamping framework, protecting the medical system by allowing physical pick-up and removing GST/HST, increasing edible potency limits, and allowing for healthy edibles choices that require refrigeration such as pre-packaged meals.

Provincial proposals include licences for spas and salon premises to sell cannabis topicals in a limited fashion through administration to persons receiving spa or salon services, establishing a permit system allowing authorized cannabis retailers to sell cannabis at off-site events for temporary events, activities, and occasions, establishing a golf course authorization allowing golf clubs to sell certain forms of cannabis to players on golf course playing areas subject to limits, removing the 30g “per visit” purchase limit, extending permissible store hours of operations to 2:00 am to align with “last call” laws for bars in the province, and exempting sightseeing vehicles and boats from provincial offences against transportation and consumption of cannabis.
The CCTA also included in its proposal amendments that intend to advance the voices and interests of underserved communities, such as those that identify as BIPOC and individuals with disabilities, including an amendment that would include band council resolutions in the federal definition of “provincial Act” under the Cannabis Act and proposing tax credits for companies that employ those in underserved communities or retro-fit their establishments to provide better access to those with disabilities.
RAMM Pharma Corp. is providing an update on its dispute with Sergio Martines and NATURALE SCIENCE INC. (together the plaintiffs), the former Chief Executive Officer of Canapar Corp. and a former director of the Company as reported in its audited financial statements for the year ended October 31, 2023. The trial in respect of the dispute, as further described below, occurred from April 29th, 2024, to May 16th, 2024. The judge has reserved his decision.
In connection with the dispute, Mr. Martines and NATURALE SCIENCE INC., an entity controlled by Mr. Martines, have filed pleadings demanding payment from RAMM of an aggregate amount of approximately C$ 3 million comprised of damages: (i) for breach of contract at the time of Mr. Martines’ termination for cause as a director of RAMM; (ii) specific performance of RAMM’s obligation to purchase shares according to the plaintiff; and (iii) out-of-pocket expenses. RAMM has filed a counterclaim for payment from Mr. Martines of approximately C$14 million in damages for fraudulent misrepresentation in connection with RAMM’s acquisition of Canapar in June 2021, among other matters. RAMM has accrued C$300,000 in its audited financial statements for the year ended October 31, 2023. The amount of the accrual may be increased or reduced in future financial statements.

Drinks infused with THC have become popular in the recent times, and if you were wondering: yes, they’re legal. The drinks are derived from hemp, which usually contains no more than 0.3% THC.
THC is one of the two primary compounds found in cannabis plants, the other being CBD. However, unlike THC, CBD doesn’t induce a high when ingested.
After the 2018 Farm Bill was passed, industrial hemp was made legal, eliminating it from the DEA’s list of controlled substances. This legalization loophole is what allowed for hemp drinks to be sold legally by cannabis stores, alcohol retailers and breweries.
It should be noted, however, that other THC products derived from marijuana are still strictly regulated by the federal government.
As THC drinks continue to occupy more space on the shelves, beer sales continue to decline. This isn’t pleasing Big Alcohol, which had been enjoying monopoly in the market. A new report from Bloomberg shows that internet searches for THC-infused beverages have risen to a new high this year. The beverages have become so mainstream that “Esquire” and “Bon Appétit” published “to try” recommendations for happy hour highs.
Napa Cannabis Collective, a dispensary, reveals that THC beverages offer a more prolonged and intense high as compared to edibles or smoking. Normally, the drink’s effects begin to take effect in 5 to 10 minutes. The beverages also provide precise dosing, which isn’t always the case with other forms of marijuana consumption. In addition, the drinks are easily available, particularly at major retailers such as Total Wine, which provides a variety of these beverages, containing ranges from 2.5 mg to 10 mg.
It is expected that the popularity of these drinks may drop as more states begin regulating THC-infused beverages. Already, the U.S. Cannabis Council has appealed to Congress to regulate hemp products more strictly. A letter recently penned to members of Congress notes that the legalization of hemp has created a national consumer market of unregulated and untested intoxicating products.
Not all seem to share these sentiments. Bloomberg highlighted in its report that some companies which sold regulated marijuana felt that their market share was unfairly at risk. Additionally, some alcohol distributors are seeking permission that will allow them to continue manufacturing these beverages.
In other news, the Biden administration recently moved to reclassify cannabis in a lower schedule of the Controlled Substances Act. A recently submitted proposal launched the process to move the drug from Schedule I to Schedule III. Drugs under the latter classification have a moderate to low potential for abuse.
While this reclassification isn’t what marijuana entities such as Tilray Brands Inc. (NASDAQ: TLRY) (TSX: TLRY) would have wished for, they nevertheless recognize that any progress made is to be welcomed and plenty of work may be needed to trigger action to finally end prohibition.

A study released this week shows that the annual rate of Emergency Department visits among older people in Ontario increased post-legalization.
What many stories covering this new research paper overlook, however, is that rates were already increasing significantly in the years before legalization in late 2018. In fact, post-legalization, the rate of increase slowed considerably.
In addition, while many news articles on the paper are highlighting that there was an increase in these hospital visits in 2020—and attributing this to the introduction of cannabis edibles in Canada—they again overlook that cannabis edibles were not widely available in Canada in much of 2020.
While these products were made legal in late 2019, they did not become widely available, and at competitive prices, until mid-2021. This is a misunderstanding of the market, which has been repeated many times by researchers and the media reporting on their work.
The most recent study, published on May 20 in the Journal of the American Medical Association, shows that emergency department visits in Ontario for cannabis-related poisonings increased from 55 per 100,000 visits in 2015 to 107 in 2016, 190 in 2017, and 337 in 2018.

It then increased to just 375, 392, and 462 in 2019, 2020, and 2021 before declining to 404 in 2022.
The most significant increases in this timeline covered by the study occurred in the years leading up to legalization. In addition, while the study and some articles on the study discuss an increase in emergency department visits related to the introduction of edibles, the increases in 2020 and even 2021 were very modest, especially compared to previous years.
The increase from 2019 to 2020 was just 17 per 100,000, while the increase from 2020-2021 (when edibles began to be more common in the legal market) was just 70 per 100,000. Then, in 2022, when these products were even more available and affordable, those visits actually declined by 58 per 100,000 compared to the previous year.
So, on the one hand, yes, there are notable increased emergency room visits among older Canadains related to cannabis use. And yes, this is a legitimate public health concern and cost. But to say this is caused by legalization, or specifically by cannabis edibles, is misleading. These figures were already rising in the years leading up to legalization—significantly so—and grew much less in the years following legalization, comparatively speaking.
In addition, in the most recent year recorded (2022), those visits declined from a peak, potentially supporting the idea that consumers are becoming more knowledgeable about how to self-regulate the use of these products and better manage any symptoms without needing to visit the emergency department.
Unfortunately, news reports that inaccurately attribute these increases specifically to legal edibles or to legalization in general simply serve to feed prohibitionist straw men. This is not new; we’ve seen similar issues in the past in regard to edibles and young people, with researchers and media seemingly unaware of the prevalence of illicit edibles.
New Brunswick recently passed new legislation to give provincial inspectors more authority to target a growing number of illegal cannabis stores.
Bill 29, An Act Respecting Cannabis Control Act, passed third reading on May 15, and gives inspectors more authority and increases fines for those operating illegal cannabis stores, as well as their landlords.
The legislation was also debated by the Standing Committee on Economic Policy, where several questions were raised by Robert McKee, MLA for Moncton Centre, and Kevin Arseneau, MLA for Kent North, fielded by Bruce Fitch, the Bill’s sponsor.
According to Fitch, as of April 1, 2024, 107 illegal cannabis stores are operating in the province. Of these, 74 are operating in First Nations communities, says Fitch. Provincial representatives have in the past repeatedly said they do not have the authority to enforce their cannabis regulations on First Nations reserve lands, and this legislation is not expected to change that.
During debate of the bill in the Committee, Fitch did not directly respond to several questions from both McKee and Arseneau about how this new legislation would apply to these First Nations-affiliated stores, or about the current provincial government’s stance on these types of stores, instead making references to the complexity of the issue, often referring to provincial and federal jurisdictions or explaining the difference between provincial and federal rules. This mirrors similar statements made by the RCMP.
The legislation increases penalties to $5,000 if you operate a store, $2,000 if you are selling illegal cannabis (but not necessarily operating a store), and $5,000 for a landlord who knowingly allows such an operation on their property.

You have shed your society’s outdated skin. You’ve sussed out the truth despite having been kissed with lies. You’ve flipped the wrist on the parochial spoon-feeding of your forefathers.
In an act of absolute vulnerability, you’ve shed the “invulnerable” armor of your culture’s placating and mollycoddling “safety net.” In short: you’ve stretched your comfort zone beyond the horizon that others are still hoodwinked into believing is a boundary.
You’re ahead of the curve, playing Carse’s Infinite Game while others are stuck like rats chasing each other’s tails in a maze of finite games.
You’ve heard the Herald’s call with Over Ears, and you live by what you hear. Most people call you crazy. But those with keen hearing call you Legend.
2.) You keep curiosity ahead of certainty:

While others fumble over so-called answers, you’re flipping the script and planting minefields in mind fields. You’re dropping thought bombs into the fortified ramparts of blind belief. You’ve taken Nietzsche’s example of a philosopher to the nth degree: “What I understand of “philosopher”: a terrible explosive in the presence of which everything is in danger.”
Indeed. If, as Epictetus said, “it’s impossible for a man to learn what he thinks he already knows,” then you are bound and determined to unlearn what you have learned while systematically destroying what people think they know.
You wield “I don’t know” like a sword, slaying false truths and decapitating false gods. You are the question mark personified, a mighty scythe, and nothing is immune to the clean cold truth of your cut.
3.) You live life on purpose with purpose:
“It had long since come to my attention that people of accomplishment rarely sat back and let things happen to them. They went out and happened to things.” ~Leonardo da Vinci
You go full frontal boss mode on living life to the fullest. No holds barred, you take a leap of courage into the unknown and wrestle it into “the known.” Fortified walls collapse around you. Comfort zones snap into wakefulness. You are alive and nothing will kill your life unless it is death itself.
Even death is yours to toy with. Because you have infinity inside you. You realize that the only way to conquer death is to live life so healthy, so courageously, and so humorously that the gods blush with envy. The fleeting impermanence of life has you oriented toward absolute vulnerability. Courage in the face of death is the only option.
As Kenshin said, “Those who cling to life die, and those who defy death live.”
You understand that death is an initiation into the infinite. And the deeper you gaze into infinity, the closer you get to resolving the anxiety of death. When you’re oriented toward death, you live. When you’re disoriented toward death, you suffer. Living fully is dying well in sacred alignment with Infinity. Living poorly is slowly dying out of misalignment with the infinite.
You have strategically aligned yourself with the infinite through your vulnerable courage. Thus, you live with purpose on purpose despite impermanence.
4.) You’ve overcome the Hero’s Journey:
“Hesitation puts obstacles in your path, boldness eliminates them. Once you understand this, you will find it essential to overcome your natural timidity and practice the art of audacity.” ~Robert Greene
Having heard the Herald’s call with keen ears, you had no choice but to take the Hero’s Journey. You’ve wrestled threshold guardians into submission. You’ve unscrambled the labyrinth. You’ve integrated your shadow. You’ve danced with the trickster in absolute delight at the laughability of all things. You’ve cut through so many false gods with the sword of the hero that you’ve lost track of how many thrones you’ve usurped.
The wisdom you’ve gained on your journey is a clean razor slicing through a thousand dirty “truths”. You’ve returned to the tribe with the magic elixir of higher knowledge. Some have fearlessly drunk from it and some have fearfully forsaken it, but you can’t be bothered either way. You are merely the messenger of the terrible truth that has come from slaying so many dragons.
5.) You’re able to transform wounds into wisdom:

Cut by infinite truth, pecked ad infinitum by infinite crows, chained by infinite gods, and still you are a force that cannot be contained. For you have learned one of the greatest powers in the universe: how to transform pain into power.
Pain is a whetstone, and you are the blade. You have become so sharp that sharpness itself is dull in comparison. Infinity balks at your ability to outflank it. The crows gawp at your ability to turn agony into mastery. The gods weep at your ability to cut through all chains.
And fire is your gift to all the moths. But, more importantly, it’s a gift for those who are also fire.
6.) You’re not afraid to count coup on the gods:
“Let your plans be dark and impenetrable as night, and when you move, fall like a thunderbolt.” ~Sun Tzu
You’ve lost track of how many times you have crept up on false gods while they were sleeping and found them wanting when your coup stick came down. With thunder inside you and lightning in your coup stick, they never stood a chance. For they had forsaken infinity for vanity, and it was inevitable that you would become their shaming mechanism.
Counting coup is a Native American act of courage referring to the winning of prestige in battle through the social leveling mechanism of shaming. A coup warrior is a person who wins prestige by uncommon acts of bravery in the face of fear. Danger and risk are required to count coup, and it is recorded by touching (shaming) an enemy with a coup stick in battle and then escaping unharmed.
Counting coup is a metaphor for dangerously and humorously shocking anything into wakefulness. And so, with infinity blazing inside you, you counted coup on all the religious gods who took themselves too seriously.
7.) You’re not afraid to be the personification of God:
“The eye with which I perceive God is the same eye with which God perceives me.” ~Plutarch
You have remembered that you are God. You understand that everything is connected to everything else. You are the perceptual pivot of this interconnection. You are the universe becoming aware of itself. And you have a vital responsibility to its unfolding.
You understand that man is God asleep, and God is man awake. You are awake, and you will no longer pretend that you are asleep. You refuse to relapse. For there is still so much fire to steal. There are still so many tables to turn, so many scripts to flip, so many boxes to think outside of.
The world is yours because you are the world. The universe is yours because you are the universe. God is yours because you are God.
As Alan Watts said, “You are something that the whole universe is doing, in the same way that a wave is something that the whole ocean is doing.” The same applies to the world, to the universe, and to God.
It was always the case that you were God. You were always God in disguise. You were always Infinity pigeonholed into a finite construct. You were always a finite integration of an infinite expression. You were always God playing peekaboo with itself.
And now, with your Promethean Audacity in full force, you have the wherewithal to act on it.

A recent survey by a group opposing the legalization of marijuana in Florida reveals that while a majority of voters support the initiative, support falls short of the required 60% threshold for approval. Conducted by Cherry Communications for the Florida Chamber of Commerce, the poll indicates that 58% of Florida’s probable voters favor legalization while 37% oppose it, with 5% undecided.
On the other hand, an alternative ballot item related to abortion rights has 61% of the vote, which means it will probably pass.
This marks the third survey indicating insufficient support for the marijuana initiative since Florida’s Supreme Court greenlighted its inclusion on the ballot, rejecting a challenge from Ashley Moody, the state’s attorney general.
The survey, which involved 609 voters who are likely to vote, was conducted between April 28–May 7, 2024, with a margin of error of 4%.
A recent Ipsos/USA Today poll indicated that 56% of registered voters in Florida and 49% of adults statewide support marijuana legalization. Similarly, only 47% of voters in a Mainstreet Research and Florida Atlantic University (FAU) poll were in favor, with 35% against and 18% undecided.
Notably, Kim Rivers, Trulieve’s CEO, contested the recent polls, asserting that the internal survey suggests strong support for the initiative, potentially exceeding 70%. Trulieve, a major financial contributor to the campaign, has invested close to $50 million.
Although the campaign has not disclosed internal survey data, previous surveys have shown a more positive image. November 2023 saw approximately 70% of respondents to a University of North Florida (UNF) poll in favor of legalization.
Florida governor, Ron DeSantis, anticipates a rejection of the measure in November, citing concerns over its potential impact on the quality of life.
Despite DeSantis’s position, he accurately predicted the Supreme Court’s decision to include the initiative on the ballot. Additionally, he has weighed in on federal marijuana policy, asserting that the federal ban on gun ownership for state-legal cannabis users may be unconstitutional. However, he did not intervene in a lawsuit filed by Florida’s former agriculture commissioner against the Biden administration over this issue.
Economic projections suggest legalization could generate significant tax revenue, estimated between $195 million and $431 million annually. If passed, the initiative would amend Florida’s Constitution to permit existing medical marijuana companies, such as Trulieve, to sell cannabis to adults 21 years of age and older. Notably, the proposal lacks provisions for home cultivation, expungement of past records or social-equity measures. The specifics of the survey questions were not disclosed publicly.
Industry actors such as Cronos Group Inc. (NASDAQ: CRON) (TSX: CRON) will be watching the developments in Florida to see if it becomes the latest U.S. state to end marijuana prohibition.

The purchase price represented an EV/EBITDA1 multiple accretive to ATS’ current trading multiple, however, specific financial terms of the transaction were not disclosed. The transaction is expected to close in the third calendar quarter of 2024, subject to customary closing conditions. ATS plans to fund the acquisition with cash and by drawing on its revolving credit facility.

The Company currently intends to use the net proceeds from the ATM Program, if any, to fund strategic and accretive acquisitions or investments in businesses, including potential acquisitions of assets in the U.S. and internationally in order to capitalize on expected regulatory advancements or expansion opportunities. The Company does not currently intend to use the net proceeds from the ATM Program for general working capital purposes.
