A report recently released by the Illinois Department of Financial and Professional Regulation shows that in 2023, recreational marijuana sales surpassed $1.6 billion. This figure is its highest amount since the state legalized adult-use marijuana in 2019.
The drug’s legalization came after the state’s General Assembly approved the Illinois Cannabis Regulation and Tax Act, which was enacted in 2020.
In addition to being the 11th state to legalize adult-use marijuana in the United States, Illinois was the first state to adopt a regulatory system for marijuana testing, cultivation and sales via a state legislature. The state of Illinois is also the first to legalize recreational marijuana via a measure that also includes a social-equity program.
The growth in sales recorded in 2023 was driven by the significant increase in recreational cannabis products sold, which topped 42 million. This is roughly a 15% increase from the number of recreational cannabis products sold in 2022.
Out-of-state customers bought products worth $408 million while residents in the state purchased products worth $1.2 billion in 2023.
Despite the promising figures, a drop in sales to out-of-state customers was recorded. Authorities in the state attributed the drop to legalization of the drug in neighboring states, including Missouri and Michigan.
According to the state’s department of revenue, roughly $417 million in sales tax revenue was collected. These funds are allotted to the Cannabis Regulation Fund.
A 6.25% retailers’ occupation tax is imposed on all marijuana sales in the state, in addition to taxes levied at the county and municipal levels.
In a statement, Governor JB Pritzker stated that his administration had built the most accessible marijuana industry in the country by putting equity first. He also noted that their work would continue to provide opportunities for communities across the state, repair wrongdoings of the past and create a more prosperous future.
Currently, 177 recreational marijuana dispensaries operate in Illinois.
Of the total number, five are located in the Springfield area. Maribis has two locations on Denver Drive and Lindbergh Drive while Ascend Cannabis also has two locations, one off Dirksen Parkway and another in downtown Springfield. The latest location, situated on 3600 S. 6th Street Road, launched in September 2023.
The city council of Springfield also approved the permits for 2 new locations in 2023. These locations are set to launch this year. Shangri La plans to build a facility on a lot along Dirksen Parkway while Bolden Investments III will open a store on Prairie Crossing. Boden is based in Maywood.
As more licensed cannabis companies such as Cresco Labs Inc. (CSE: CL) (OTCQX: CRLBF) consolidate their operations in the state, sales are likely to keep growing as more customers learn to rely on the high-quality products that reputable companies bring to the market.

420 with CNW — Feds Finally Publish Documents Revealing HHS Cannabis Rescheduling Recommendation

The federal government has released documents confirming that the U.S. Health and Human Services has recommended that the DEA categorize marijuana under Schedule III. Currently, the Controlled Substances Act classifies marijuana as a Schedule I substance, which means it has a high potential for abuse and has no accepted medical use.
Health officials explained that marijuana had a lower potential for abuse in comparison to other substances under Schedule I or II and was already accepted for medical use in America. In their review, the health officials stated that more than 30,000 healthcare professionals across various jurisdictions in the U.S. were allowed to recommend the medical use of cannabis for more than six million eligible patients for roughly 15 medical conditions.
The majority of the documents debate the federal government’s analysis for drug scheduling, calling attention to the importance of cannabis’ abuse potential in comparison to other substances, its risk of physical dependence, its relative safety and whether it has been accepted for medical use.
The review also examined if available scientific literature supported the medical use of marijuana, with federal health officials acknowledging that many states in the country had legalized the medical use of cannabis. They also noted that some medical marijuana programs had been around for a couple of years.
With regard to effectiveness, the memo stated that the biggest evidence for efficacy existed for cannabis use within pain indications, particularly neuropathic pain.
The U.S. Food and Drug Administration (FDA) also carried out a review noting that it didn’t find support for cannabis providing benefit for anxiety or epilepsy. The review did, however, determine that there was a risk linked to treating post-traumatic stress disorder with cannabis. The agency also highlighted that, in general, there was inadequate quality clinical data supporting the use of cannabis for post-traumatic stress disorder.
In the matter of marijuana’s safety in comparison to other drugs, the review argued that the risks to public heath posed by cannabis were low in comparison to other abused drugs, including benzodiazepines, cocaine and heroin. The review called attention to the fact that cannabis ranked the lowest for overdose deaths, as compared to other substances. The released documents also revealed that the National Institute on Drug Abuse supported the agency’s review.
It is important to note that even if the DEA accepted the health department’s recommendation to reschedule cannabis, the drug would still not be legal under federal law. However, its rescheduling would allow state-legal marijuana businesses to claim federal tax deductions. At the moment, these businesses aren’t permitted to do so because of Section 280E of the Internal Revenue Service code.
Entities in the industry, such as Aurora Cannabis Inc. (NASDAQ: ACB) (TSX: ACB), will be hoping that the rescheduling of cannabis at the federal level paves the way for further regulatory reforms as the years go by.

Ontario Court rules “frivolous” statement of claim against cannabis retailer had no hope of succeeding
An Ontario judge has ruled a statement of claim by one cannabis retailer against another, as well as the provincial cannabis regulator, is frivolous and vexatious.
In a ruling posted on January 19, 2024, an Ontario Superior Court judge ruled that a claim filed by Ontario cannabis retailer Highland Cannabis Inc., with one location in Kitchener, ON, against the Alcohol and Gaming Commission of Ontario (AGCO) and High Tide Inc., which owns the largest chain of cannabis stores in Canada had no hope of succeeding.
Highland Cannabis Inc. launched its action against High Tide and AGCO” in relation to a data breach at the AGCO in 2022. The leak showed data for the sales figures at retail cannabis stores for the months of July 2021 and December 2021. Law enforcement is still investigating the leak.
High Tide had asked the court to dismiss the action against the company, arguing it was “frivolous, vexatious, and an abuse of the court’s process.”
Highland Cannabis told the court that representatives of High Tide approached Highland’s owner with an offer to purchase the store following the data breach. In that meeting, High Tide is alleged to have told the owners of Highland Cannabis that it was aware of the independent retailer’s sales figures.
Although the two parties initially discussed a sale price, it ultimately did not move forward.
The court documents say High Tide received the leaked data from two sources, and there have been no allegations that the retail chain forwarded or disseminated the leaked data to any other party. It did review the data, though.
The owner of Highland Cannabis argued that High Tide accessed the data inappropriately, giving it an unfair advantage against Highland Cannabis. They also allege that another location High Tide was interested in, the Ira Needles location, was also based on their access to the retail sales data. The court disagreed, saying High Tide had identified the location prior to the leak.
Messages between the two parties, shared by the court, show that High Tide offered to buy the Highlands Cannabis location for $7.2 million, while Highlands countered with $10 million.

It will be obvious to my readers and supporters after reading this, that I have been inundated with very annoying responses to my last article. I have been cursed, called names, and preached to about the necessity of government. I have been told to give a one-shot solution to fix not only this screwed up country of 335 million people, but the entire world of 8 billion. I have been sent ‘plans’ to do this and told that I must use them or be blamed for not fixing the ‘planet.’ I have been told that only with government rule can chaos be avoided. (That one puzzles me greatly, considering the state of chaos in this world today) I was asked, “How much do you pay Lew Rockwell to publish your nonsense?” This dolt did not even know how to read the copyright to know that it was republished for free from my website. I was told to quit “preaching” the “nothing” I write. I was told: “You, actually! (are the problem) and a few others like you. I’ve already pointed out to you, the ‘method’ (to fix the world) but have not heard of any action, or reaction” (from me). I was told, “You are just another open borders anarchist.”
I won’t bore you with any more of this drivel, but sufficed to say, there is plenty more, much not suitable for children. And by the way, this is not meant for all my wonderful readers, supporters, and subscribers, but for all those who cannot write to me without being rude, condescending, nasty, sarcastic, and uncivil. I will post a few of my replies to these people, (not their names or emails) so that I do not have to keep writing to them individually. Please excuse my wrath. I try to be somewhat cordial, but at times, it is just too tempting to lash out.

New Study Provides Possible Explanation for Antidepression Effects of Psychedelic
A recent study has suggested that psychedelics may deliver their antidepressive effects by “shaking up” the brain networks responsible for regulating emotion. Major advances in psychedelic research have revealed that classic psychedelics have the potential to treat various mental disorders with barely any negative side effects. Researchers have found that psychedelics such as LSD, MDMA and psilocybin can offer long-term relief against a variety of conditions, including anxiety, depression and post-traumatic stress disorder at relatively low doses.
Most of this research is still in its infancy, but the findings are so encouraging that companies are investing tens of millions of dollars to research and develop new psychedelic-based treatments for various mental disorders. However, while we know that psychedelics have potent antidepressive properties, scientists still don’t understand how psychedelics such as magic mushrooms and LSD alleviate depression.
Unlike typical antidepressants, which require weeks or months of continuous use to be effective, psychedelics kick in extremely quickly and can offer long-term relief after only a couple of doses, especially when combined with psychotherapy. The new study theorized that psychedelics may offer these benefits by ‘”turning the emotional dial toward positivity” and cancelling the negative outlook that depression typically causes.
The researchers used rats with low mood to test how ketamine, scopolamine and psilocybin affected emotional states. Ketamine and scopolamine shifted the rats’ emotions to a neutral state while psilocybin caused an even greater turn toward emotional positivity. By turning the emotional dial from negative to neutral or positive, the psychedelics improved the rats’ mood, replaced negative thoughts with positive ones and increased their openness to learning.
The research team also gained insight into why psychedelics are more fast acting compared to traditional antidepressants. They found that ketamine could rewire brain circuits responsible for shifting the emotional tone of memories within only a day without altering their content. This allows individuals to change how they view or feel about potentially traumatic memories and gives them a chance to overcome past traumas. Additionally, the researchers found that these neural changes remained long after the ketamine dissipated, allowing patients to enjoy long-term benefits after just one dose of the hallucinogen.
Lead study author Emma Robinson says the study’s findings could explain why even a single psychedelic dose seems to offer extended relief for days (ketamine) or even months. As lower psychedelic doses were more effective at helping patients reverse negative cognitive bias, future psychedelic-based mental therapies may leverage lower doses to maximize treatment outcomes.
