Luxembourg has finally begun implementing legislation that legalized the possession, use and personal cultivation of marijuana. Advanced by the Luxembourg parliament last month, the marijuana legalization bill took effect last week and makes Luxembourg the second nation in the European Uniont to end the era of marijuana prohibition after Malta.
The bill advanced via a 38 to 22 vote about two year after lawmakers first proposed the idea of ending cannabis prohibition. The ministers of Homeland Security and Justice tabled the legalization bill in 2021, setting the stage for marijuana legalization in the country. Justice Minister Sam Tanson said at the time that the idea of the legislation was to decriminalize cannabis consumption while attracting consumers and revenue away from the illicit cannabis market.
The legislation allows adults to possess up to three grams of marijuana and cultivate up to four plants in a secure, private location at their homes. It also outlines penalties for exceeding allowable cannabis cultivation and possession limits, with people found possessing over three grams of cannabis being subject to a prison sentence of up to six months. Under the cannabis legalization bill, adults are also prohibited from consuming cannabis products in public.
The Ministry of Health has also launched a website to educate the public about the recent changes to the country’s cannabis policies and the reasons behind the policy change. It provides basic information on cannabis and outlines the rules and regulations involved in home cultivation.
For instance, the website notes that marijuana seeds meant for home cultivation will not be considered narcotics anymore and can be purchased online or in physical shops. According to the website, the cannabis legalization bill is the first step in a pilot project to expand access to recreational cannabis in the country. The website also explained that by passing policies to regulate home cultivation, the government wants to regulate cannabis consumption in the country while reducing the risks and harms associated with the cannabis market.
As the June debate drew to a close, Tanson argued that the war against cannabis in the country is an “absolute failure,” a sentiment echoed by lawmakers and drug reformists in several other territories. In the wake of this failure, Tanson said, lawmakers and regulators have to consider another path and seek better solutions.
She also said that the legislation was created with a crime-prevention and risk-reduction approach, allowing adults to plant and consume cannabis within the privacy of their homes while outlining consequences for taking part in cannabis-related activities that are still prohibited such as public possession, transportation and consumption of cannabis.
This legalization of cannabis in Luxembourg is likely to open additional market opportunities for enterprises akin to Advanced Container Technologies Inc. (OTC: ACTX), which supply the equipment that growers need to get a bountiful harvest of indoor-grown marijuana.

Alberta Gaming, Liquor and Cannabis (AGLC), Alberta’s cannabis regulator, is exploring the possibility of allowing white-label cannabis products in the province.
These would be products sold by retailers with their store’s branding and logo but supplied by licensed producers.
In a memo sent recently to stakeholders, Dave Berry, the executive vice president of public engagement and CRO with the AGLC, says the agency has been hearing from many in the industry who would like to sell such products.
It can also provide an opportunity for producers to sell product that would otherwise be sitting in their vaults given the current oversupply of dry flower in the market.
Provincial regulations in Alberta currently do not allow these kinds of products, although several other provinces do. In the past, Canna Cabana, a national retail cannabis chain, announced a white-label agreement for products sold in its Saskatchewan, Manitoba, and Ontario stores. Other companies have announced similar deals.
The AGLC is conducting an online survey to gather input from all licensed cannabis retailers and registered representatives, such as licensed cannabis producers, brand owners, and other marketing entities.
The survey will be open until August 18, 2023.
Omar Khan, chief communications and public affairs officer with High Tide Inc., which owns the Canna Cabana chain of stores operating in Alberta and several other provinces, says they support the proposal.
“We look forward to participating in the AGLC’s white-label consultation. Our experience in provinces like Ontario, Manitoba, and Saskatchewan indicates that the availability of white-label products allows for greater product differentiation and consumer choice while creating room for increased retail margins. These are things that can help retailers of all sizes. It can also provide an opportunity for producers to sell product that would otherwise be sitting in their vaults given the current oversupply of dry flower in the market.”
Alena Jenkins, the president of FivePoint Cannabis, with one location in Calgary, says she isn’t opposed to the proposal but doesn’t see it as a priority. Instead, she would like the ability to carry exclusive products that her competitors don’t carry, and to have producers allocate a specific amount of products to her store on a weekly basis.
“I don’t really care if my name is on it. I would prefer to have exclusive rights to products that I want,” says Jenkins, adding that this could allow her to distinguish her small, independent store from her competitors in a unique way.
Scott Morrow, president and CEO FOUR20 Premium Market, with 41 locations in Alberta, says he sees this as a positive step and would be open to carrying white label products in his stores and will help retailers create somerthing unique for consumers.
“I think it’s positive for retailers in Alberta to have access to private products to start creating some product differentiation in our space, which really doesn’t exist today, largely. We’re all ordering from the same product list on a weekly basis and have very limited opportunity to create a point of differentiation with products in our stores.”
A new open-label study published in the “Frontiers in Psychiatry” journal has discovered that MDMA may be effective at treating chronic pain in patients with post-traumatic stress disorder (PTSD). The 33 participants involved in the study had been diagnosed with severe PTSD and were instructed to cease using additional psychiatric treatments during the study.
PTSD-afflicted individuals who took part in the study reported reductions in pain levels after undergoing MDMA-assisted therapy; individuals with the highest chronic pain levels reporting the most significant relief. According to the study, 84% of the study group had chronic pain and 75% claimed that the pain was associated with some kind of disability.
The study is the latest addition to the growing body of research indicating that psychedelics such as MDMA, psilocybin, and LSD may be able to alleviate symptoms associated with various mental health disorders. Psychedelics have proven to be particularly effective against severe mental disorders, including PTSD and treatment-resistant depression, when paired with traditional psychotherapy.
However, since most of this research is still in its infancy, scientists are constantly working to better our understanding of psychedelics and how they deliver their benefits.
Unlike psychedelics such psilocybin, which aren’t inherently dangerous and have very little likelihood of causing an overdose, MDMA can cause potentially deadly side effects, including panic attacks, high blood pressure, loss of consciousness and seizures. Furthermore, MDMA has a high risk for overdose because it breaks down into byproducts that prevent the body from efficiently metabolizing further doses of MDMA, resulting in high levels of MDMA in the blood that increase the risk of overdose.
Despite the risks associated with nonmedical MDMA use, the psychedelic can deliver significant results when used in controlled medical settings. The most effective technique so far involves providing patients with a dose of MDMA before taking them through talk therapy to help them explore their memories, experiences and emotions while under the psychedelic’s influence. Trained therapists can guide patients through their psychedelic experience and help them integrate any insights they make during the experience into their lives.
The recent study is quite interesting because it shows that MDMA can treat both the mental symptoms associated with PTSD as well as chronic pain in PTSD patients. Chronic pain is a major problem across the entire globe, affecting some 30% to 50% of people worldwide and one in every five Americans. It is also one of the top causes of disability globally, costing the global economy billions of dollars every year.
